What is the difference between the concept of "compliance" and the concept of "anti-corruption"?
Anti-corruption – a narrow area
- Includes measures to prevent, detect, and suppress corrupt practices (bribery, abuse of power, conflicts of interest, etc.).
- Main goal: to eliminate corruption risks within an organization.
- Usually regulated by special laws (for example, the Law of the Republic of Uzbekistan "On Combating Corruption").
Compliance – a broader concept
Translated as "conformity" or "adherence to requirements."
It is a system of rules, procedures, and control mechanisms that ensures:
- compliance with legislation,
- implementation of international standards,
- observance of internal policies and corporate norms,
- prevention of any violations (not only corruption-related, but also concerning ecology, labor law, financial reporting, sanctions, etc.).
The key distinction between "compliance" and "anti-corruption":
- Anti-corruption is a part of compliance aimed specifically at combating corruption.
- Compliance is a broader system that covers all risks of non-compliance with laws and standards, including anti-corruption.
Thus:
COMPLIANCE (from the English compliance — "conformity, adherence") is a system of measures, procedures, and practices aimed at ensuring that an organization and its employees comply with legislation, internal regulations, and ethical standards.
